Panelist Biographies

Harvey Hubbell V is an award-winning documentary filmmaker and social entrepreneur whose lean-forward approach to creating educational and socially conscious media is defined by seeing the world through a different lens.
For almost three decades, Harvey’s media company, Captured Time Productions, has created feature length documentaries and short form projects that have captured almost 60 festival awards, including four Emmys.

Pam Kastner, Ed.D., is an educational consultant at PaTTAN Harrisburg and the State Lead for Literacy in Pennsylvania. She and her team support the state’s Dyslexia pilot and literacy initiatives through training, technical assistance, and coaching.
Dr. Kastner is also an adjunct professor at Mount Saint Joseph University’s Reading Science Program, where she teaches in the Masters’ and Doctoral programs and was named Adjunct Professor of the Year in 2023.
She serves on the Pennsylvania Higher Education Task Force, is President of The Reading League Pennsylvania, a member of The Reading League Journal’s Practitioner Editorial Board, and part of The Science of Reading: A Defining Movement coalition.

Jessica McKee, first and foremost, is a parent advocate to her own children. Jessica has 5 children, 1 with dyslexia and 3 with IEP’s. She is a Licensed Social Worker and is currently serving as the President of the Board of Directors for the Pennsylvania Branch of the International Dyslexia Association. Jessica has always worked to support underserved communities, and continues to do so by advocating for improved teacher training regarding all things dyslexia, improved legislation regarding dyslexia, and access to structured literacy in all K-3 Classrooms.

Greg Milbrand, Ed.D., has been the Assistant Superintendent of Cumberland Valley School District since April 2019, overseeing curricular and instructional programming for the district’s eight elementary schools. With over 20 years in education, Dr. Milbrand is committed to high-quality instruction and the development of students’ social and emotional skills.
He began his teaching career in the Central Dauphin School District and moved into administration in the Halifax Area School District. He served as Assistant Superintendent and Acting Superintendent at East Pennsboro Area School District before becoming Assistant Executive Director at the Capital Area Intermediate Unit.
Dr. Milbrand holds a Bachelor of Science from Indiana University of Pennsylvania, a Master of Education and certifications from Shippensburg University, and a Doctorate of Educational Leadership and Administration from Immaculata University.

Krista Michak became Director of Children’s Dyslexia Center – Central Pennsylvania in 2023 after serving as Co-Director since 2019. She finds fulfillment in helping the children in the community and has completed Initial, Advanced, and Supervisor training, with plans for further training at the Center. Before joining the Center, Krista was an attorney and a stay-at-home mom. Her journey began when one of her children was diagnosed with dyslexia, prompting her to take action to assist others. She enrolled to become a tutor and has been dedicated to the cause ever since. Krista is the mother of four energetic girls who keep her busy. She also enjoys auctions, playing games, hiking with her family, and sewing.
